If my husband has a bad credit, would it affect the filing process of I-130?

Immigration lawyer at Coane & Associates, PLLC
Normally, bad credit or bankruptcy is not a problem, and there is certainly no law saying it's a problem. On the other hand, you must satisfy the burden of proof that you will not become a public charge.

She needs to be eligible under 245(i) of the Act. She cannot do anything unless she was a beneficiary of a labor certification or family petition on or before 4/30/01. More info is needed about her to determine if she is eligible for consular process.

Does she have to leave the country to get her green card?

If she last entered the US without inspection, she will need to get her immigrant visa at the US Consul abroad even if your I-130 is approved. There is a recent opinion that explains that if she is able to get advance parole and can re-enter with that, she may be able to adjust here, but she really should speak with an immigration attorney.
