Probably not after 21 years, but you don't give enough information to provide an answer. An annulment generally requires that you prove something that makes the original marriage invalid (such as the other party was already married or that you were both too intoxicated to consent to a marriage). The fact that he has fathered children with some else during the marriage does not make your marriage invalid.

Only a judge can make an order like that. She would have to go to court and show the judge a reason that is bad for you kids other than her feelings.
