If your wife is working legally, then you can include her income in the affidavit of support. However, you still must file an affidavit of support (even if you do not meet the income requirements).

Since you are a U.S. citizen, a visa number is immediately available to your mother. Once the petition is approved (within 4-6 months or so from filing), it will be sent to the National Visa Center for processing of the visa application, which process can take up to 6 months (assuming she has complete documentation and no other issues that could delay the processing). You may file a petition for your younger sister, but depending on the country of birth of your sister, the waiting time for visa availability for this category may take longer than if your mother would do the petition. To know the waiting time for F4 (sibling of adult U.S. citizen) and F2A (unmarried child under 21 years old of lawful permanent residents), check the visa bulletin published on the Department of State website.
