You can certainly move back to Maine - but you must make sure that you are communicating with the courts in Colorado and return for all hearing dates. A DUI attorney should be able to help you with this process and ensure that you can do any requirements in Maine.

There is more to the story, which you have not included. So, it is difficult to advise you. The officer does not need fields or a breath sample to arrest for DUI. I suspect that the second officer was a SGT or supervisor, whose judgement trumps the patrolman's judgement. Since your son has so much at risk, he needs to retain an attorney, and review all of the evidence in challenging the DUI case.

What is more useful for a DWI case, an attorney or a public defender?

A person does not have a right to "use" a public defender if they want to. Public defenders are only available to those that qualify, based on income. The public defenders in Colorado have many cases and are very good attorneys. There recourse's should go to those that are indigent, not those that don't want to pay for an attorney.
