You have 14 days from the date of your refusal to file objections with the secretary of state or you get a hard suspension for a significant period of time, note, "hard" means no driving at all.

It is entirely up to the judge; however, the longer you take to get the issue resolved, the more likely the judge will be to set a high bail, which you will have to post in order to get out of jail before your trial. The case is pending. It won't go away. Take care of it.

What does it mean in the long run if my son was arrested for DUI, spent the night in jail and told by the judge the next morning that no charges were

That is good news. If they never file charges, be very happy. If you want to check on his record, wait about a week or so and go to the Colorado Bureau of Investigation on-line, you can request a criminal record for less than $10.
