Is my husband financially responsible for financial spouse support?

You should have divorced him the first time he left. However, you only hope now is to get an attorney and divorce him. The obligation to pay child support stops, more or less, when the child turns 18. In Idaho you may be entitled to spousal support to get you into a position where you can get a job. Call the Idaho Volunteer Lawyers Program and see if you qualify for pro bono services.

If a marriage license is not filed with the County, is the marriage legal?

It may well the pound on which jurisdiction you're in, and of the case law there. On general principles, however, because there was a license issued and the marriage ceremony to take place, by a person authorized to perform marriages, I would suspect that the marriage is valid even though be completed license was not returned to the county or state.
