Yes. You must be separated, but that is defined as living in another room of the same home with intent to end the marriage.

Is there anything I can file with the court if he refuses to submit the QDRO to his employer so I can get half of his retirement?

You need to get an attorney to ensure QDRO gets done. If your judgment wasn't written correctly to enable the QDRO to be done you may need an amendment to the judgment.

I signed a Interspousal Transfer Grant Deed

Answered by attorney Jonathan Howell
Divorce lawyer at Czech & Howell, APC
In all liklihood the real property was community property prior to you signing the interspousal transfer deed. If you were tricked into signing that deed you certainly have an argument that you are entitled to half of the proceeds from the sale of the house. Are you getting divorced? Thanks,Jon
