He can make a claim to any property acquired during the marriage. However, the claim will have certain restrictions. Consult with an attorney to discuss your property rights further.

Am I entitled to any of the value of these properties if my husband owned rental property prior to our marriage?

If he maintained their separate status and did not include them in the community, then it is unlikely that you will have any rights in them. I don't think that his use of the income from those properties would raise them to the level of being community property. However, call the Idaho State Bar and get a referral because there may be facts that would change the analysis.

Is filing fee for legal separation of $435 for each husband and wife or for both?

Each party must pay the initial filing fee with the first paper they file with the court. Alternatively, if there is a full agreement, the non-filing party could come to a default agreement, have a signed Judgment filed with the court and not pay to file their response. If there are any terms of the divorce which are not agreed upon, then each party does need to file and pay.
