Essentially, your marriage is not valid because you were not divorced at the time of marrying. A simple solution is to just remarry, since you are now divorced. You do not need to fix anything.

He needs to file in the county in which he is a resident.  It doesn't matter where you were married as divorce is based on the county of residence. It sounds like you would not have any issues, but just to be sure--do you have children or property? If you have no issues, you may not need to respond at all and the divorce will go through the court system as a default with no issues. It would be best to take the petition to an attorney to make sure that there are no issues and he is not asking for anything and that his filing is correct.
