In addition to seeking public assistance, you may be able to file with the court for support and maintenance without dissolution of marriage. Generally, the response to such a filing is a counter-petition for dissolution of marriage, which you may also want to consider filing for. To answer the question simply, if you were ordered by a court to pay certain expenses, the order is not "stayed" (on hold) pending the outcome of appeal unless you request this relief from the court and post a bond to ensure that you will pay if the court finds in his favor.
