Retaining a lawyer is almost always a good investment in a divorce-although one lawyer can not represent both of you at once. Some clerks of court offices have helping sessions with volunteer law students, who can help you fill out forms. In states where use of forms in encouraged, the two of you might well be able to file a joint petition on your own.

When you file for divorce, you will be issued a summons.  This document would be served upon your Wife with the other documents related to your divorce.  In your case we may not be able to find her.  What the court requires is that you conduct a "diligent" search for her.  Additionally, the Court may require that you run an ad in the local newspaper prior to seeking a dissolution of marriage without her knowledge.   The quick answer is that yes you must make some effort to locate her.  However, you need not spend thousands and canvas the Phillipines looking for her.

In a divorce, yes. The Court has that power and discretion generally unless there was a proper and enforce agreement to that effect under the law. See an attorney for counsel and guidance.
