Hired Attorney Mr. I. Stewart Duggan

Mr. Duggan recently prevailed in a HUD Fair Housing complaint that was filed against our public housing authority. Mr. Duggan gave us very sound advice and was very zealous in opposing HUD's attempts to force us into a conciliation agreement. Although HUD took over 2 years to complete its investigation, we finally received a favorable written determination of no reasonable cause resulting in a dismissal of the fair housing complaint. Best lawyer ever!

Hired Attorney Mr. I. Stewart Duggan

Mr. Duggan recently completed a long divorce for me where he came into the case after my first lawyer had to withdraw. Mr. Duggan picked up on my case almost immediately, and I could not have personally hand picked a better lawyer or person to represent me. He impressed me from our very first meeting and each one after. I highly recommend this lawyer.

Mr. Duggan represented our public housing authority in two RAD (Rental Assistance Demonstration) tax credit deals that closed in July of 2019. Mr. Duggan assisted in successfully procuring and in negotiating very favorable terms with a co-developer and investors. These two deals, valued at $30 million, were closed by Mr. Duggan's team, and he was instrumental in ensuring that our PHA was treated fairly and that we will end up being in control of our own housing stock. Thank you!

A very detailed and responsive attorney. Mr. Duggan recently finalized my very difficult divorce. My case involved several hearings, and he was extremely prepared and outstanding in the Courtroom. Because he was able to win several early hearing and motions, my case was framed in a way that enabled me to achieve a very fair and satisfactory outcome. I am so relied. Mr. Duggan also called me several times on weekends when I was so very stressed and worried. A-team lawyer!

Mr. Duggan and his law firm assisted our public housing authority from the very beginning, with the selection of a co-developer, through a successful 9% LIHTC closing. Our agency could not have maneuvered the complicated process without his capable guidance and assistance. He was able to negotiate very satisfactory terms, and the project is going to be amazing. Very happy, and I highly recommend to any PHA considering RAD conversion or tax-credit developments. A+++

Our company was sued in federal court in 2018 for violations of the Fair Labor Standards Act, during a time when our company was about to be purchased. The timing was potentially disastrous, and Mr. Duggan was able to find defenses and solutions we did not believe existed. To our surprise, Mr. Duggan was able to have the case resolved in very short order on terms we never believed possible. We are so very happy to have this case behind us. Mr. Duggan was the very best! Highly recommend.

This tax-credit development was our first, and Mr. Duggan's expertise and direction throughout the process was invaluable. His team assisted us in resolving many issues and bumps along with way, which resulted in the closing of our first 9% LIHTC deal in November of this year. We are very appreciative for his guidance and attentiveness.
