No. In order to sue you need to prove negligence and injury caused by the negligence. While they should have taken the blood pressure before, there was no injury caused, hopefully, by the negligence.

You have not provided sufficient information in order to allow the formation of a reasoned opinion. Without having a full medical records and a doctor stating that the failure to reattach or attempt to reattach the finger was a violation of the standard of care you cannot bring a case. I suspect, and indeed am hopeful, that the hospital did not attempt to reattach the finger because it was believed to be medically futile as opposed to an issue of their receiving payment.

All lawyers and law firms handle client calls differently. Phone calls should be returned if not by the attorney at least by an assistant. If you want to get to the bottom of your problem call the insurer handling your claim and tell them the lawyer assigned to the case has apparently quit because they ignore your calls, and ask for a new lawyer immediately.
