Another alternative is that the bar or parking lot may carry no fault insurance coverage that provides benefits for medical payments relating to injuries on the property.

Yes you are entitled to lost wages caused by an incident, regardless of whether you were injured. You will have to show causation. You may be asked why you couldn't use another vehicle. There may be a little reduction if it can be shown that you had another vehicle available to you to do your work. Depending upon the amount of money is involved, you would probably be in small claims court.

Why would I need a subpoena to get a copy of a police report involving my sister’s death which is supposed to be a suicide?

Generally police reports are public records and you should be able to get it directly or by a Freedom of Information Act (FOIA) request. Have the police explain to you why your request is being denied if they don't change their mind and then you can consult with an attorney re: the next step. Certainly if there is any Probate action, you can get a Subpoena from that court if the report is relevant to the proceedings/claims.
