As the petitioner, you must file the I-864 Affidavit of Support and show in it your current income, even if the income is zero. It will not adversely affect the cases of your relatives so long as the co-sponsor's income is sufficient.

If she is here and has entered in a legal status and you get married, then assuming you are a U.S. citizen her green card can be obtained without leaving the U.S. in most cases. To properly advise would also need to know if previous overstays, any criminal record, etc.

You cannot omit your sister's children from an I-130 petition. I-130 contains a question on point where you have to list all children and spouse of beneficiary. As to possibility of getting an F-1, you nieces can apply for F-1s before you submit your 130 petition on your sister's behalf.
