Since you are receiving government benefits, you may not qualify financially for the Affidavit of Support and will need a co-sponsor for your husband. Your husband may also need a waiver for his illegal entry and overstay and may have to go back to his country for consular processing.

Not with the facts you note in your post. Your sister can petition for you when she is 21, but the process takes about 11-15 years from the day she files for most cases. You would need to find another family-based petitioner and would need to see if you can even file in the US, as that is dependent on how you entered the US and any immigration or criminal violations. r. Deportation proceedings are carried out by the government not anyone individual, unfortunately you do not have the ability to deport your sister-in law. However if you believe some fraud has been committed the proper authority to contact will be the law enforcement as well as the USCIS. Haven said that, the fact that it has been 15 years since this marriage and your brother, bless his soul has passed, proving a fraudulent marriage might be a challenge.
