The I-130 will continue to process. However, having left the U.S. triggers a 10 year ban that requires an additional waiver when the I130 is approved.

Have a consultation with an experienced Immigration Attorney so that you can be guided in the right direction. I do these by telephone for clients in other parts of the US, and for those unable to travel to the office. As the H-4 dependent work authorization is new, there does not appear to be a rule that covers the situation that you describe. However, looking at the technical aspects of the filing, your wife would probably be able to satisfy the documentary requirements of an H-4 EAD request.
