You didn't mention if you are a US Citizen or Legal Permanent Resident. If so, yes, you can apply for your parent, subject to some conditions, which are fact specific. Your mother would likely have to go back to her home country, unless you can show some sort of hardship.

You can apply for citizenship any time after the 5 year anniversary of your obtaining your green card. 5 years is the minimum amount of time that must pass before you can qualify to file.
