How do I apply to be a US citizen if I was adopted by a US citizen?

Whether you can make a claim to U.S. citizenship will depend upon the law that was in effect at the time that you were adopted. You should schedule a consultation with an attorney so you can show your documents. This analysis is very complex and the stakes are high because it could result in a false claim to U.S. citizenship, which could bar you from ever entering the U.S.

No, you need to file an I-130 petition for each of them through the USCIS. The processing time takes about 6 months, and then it will be forwarded to the National Visa Center for processing before being sent on to the overseas consulate for the interview.

Do I have a chance to petition for him or will he automatically be denied if he was still on trial and he left the country?

Your question requires an attorney consultation. It is not a simple question that can be answered on this type of forum. There are many factors that would need to be considered and evaluated. If he was on trial for a criminal offense when he left, there is a good possibility that there is still an outstanding fugitive arrest warrant in the system.
