Your question doesn't make sense.  A green card is permanent.  The card itself only needs to be renewed every 10 years.  No waivers are required to renew a green card.  You need to explain why you were applying for a waiver.  The notice of denial would have given you your appeal rights, if any.

Can I arrive in the US on a K1 visa and still go to school?

Once you get here on a K1 visa, you should get married asap and then file your I-130/I485 paperwork for your green card. You will not be able to go to school right away on a K1 visa, but you also cannot come on a student visa and then marry here; that would also be a violation. I recommend getting the K-1, filing for your green card, and working with the college of your choice to determine when would be the soonest they would allow you to begin your studies. Technically, they need to wait for your green card to arrive though, so you may have to wait before you may begin your classes.
