If you are a permanent resident or U.S. citizen you can petition for your husband to become a permanent resident. He will need to be a permanent resident for several years (three if married to a U.S. citizen and f5 otherwise before he can self-petition for U.S. citizenship. As part of his permanent residency process you must demonstrate that he will not become a public charge. As the petitioner you are required to file an Affidavit of support and show income in excess of 125% of the Poverty Guidelines for that year. If you do not meet this threshold you will need to get a co-sponsor.

We will also need to know his complete immigration history. We would be happy to begin the process with you to determine what if anything is possible if you would like to call my office and schedule a consultation. If you do not have copies of these documents the first step will be to file a Freedom of Information Act request to obtain a copy of the governments files on him.

Wow! This is unusual! Why did you not file to remove her conditions after the first two years? Technically, she is out of status now and cannot work or remain in the US - technically. But the good news is that you two are still married and you are the same person (I assume) who sponsored her original green card. Thus, while you will likely have some explaining to do about this 10-year period (since the green card clearly states its expiration date and the expiring card should have alerted you that some action is needed, even if you did not know what that action would be), I think that ultimately, she will be granted her permanent green card. So I would not advise her to quit her job now, and all the taxes she paid will be properly credited to her. But you should deal with the issue asap and correct the problem.
