Sponsoring a sibling can take 10-20 years due to the quota. As such, the CIS has such applications at the bottom of the pile, and they can take 2-5 years until they get to it.

Yes, you can file I-130. Also, if he entered with inspection and is otherwise eligible, generally, he can also file for adjustment of status.

Hello.   That is not likely. There are exceptions for illegals.   She will likely need to get a waiver because of the status.  But, I would need more information:  how did she enter?  Has she ever filed for  immigration benefits or an old case? How old are the children?
