You did not say whether you are a U.S. citizen or permanent resident. The following answer assumes that you are (if you are not, there isn't much that can be done for your boyfriend any time soon). First, your boyfriend needs to have a basis for coming back. It is very unlikely that the U.S. would ever give him a visitor's visa, a student visa, or any other kind of a non-immigrant visa. So, he needs to have an immigrant petition filed by a relative or by an employer. Since all the family petitions he might have would not give him a visa sooner than in 10 years, the first step is for you to decide whether you are willing to marry this man. If you marry him and file an immigrant petition for him, he could apply for a waiver of inadmissibility. Chances of success are, generally, not high and depend on your boyfriend's immigration and criminal history and moral character, his family in the U.S. (aside from you and your children), etc. The expenses of going to Peru to marry your boyfriend plus the filing fees you would have to pay to the USCIS for all the applications will be substantial. Before you commit yourself to spending all these money, talk to an experienced immigration attorney to find out whether the case has any chances of success (for instance, it depends on what felony your boyfriend was convicted of, and many other factors).
