An I-864 is required with an I-485 or when filing for a immigrant visa abroad. The sponsor f the visa must file it. The fact that you owe unemployment does not change the requirement of filing, nor does it normally present any problem. The key question is whether your earnings exceed the poverty level.

You should apply about 2 months prior to the second year of your wedding anniversary. It's hard to believe that you have been waiting for this. The process to change a 2 year green card to the 10 year one is quite easy. Not sure that it was worth the wait.
