It depends on the reason for the Request for Evidence. Most I-130's are adjudicated in about 5 months. If it has been more than 60 days since you responded then follow up with USCIS Customer Service and they will send an inquiry and give you a tracking number.

It does mean that you have been rejected. You need to do an INFOPASS appointment at the USCIS office where you were interviewed. You can schedule it by going to USCIS.gov and clicking on the INFOPASS icon. At the INFOPASS appointment they should be able to tell you why your oath taking was delayed.

Anything is possible. However, the latest visa bulletin shows the cut-off date for F1 Visas is July 22, 2007. So unless your priority date is earlier than 7/22/07, you are not current.
