Make sure you get a copy of your request with the date, signature and name of the person that you give it to. I can answer the criminal law part of your question - A dismissed case can be expunged off your record and once expunged you can legally deny its existence.  You should hire a criminal lawyer to have this dismissed case expunged.  You should also consult with an immigration lawyer.   Good luck.  

First, try and get out of your DWI. And to stand a chance at that you need a DWI attorney. You have 2 years to sue the tow truck. Get out of the DWI first.
