Is there anything he can do to get probation? Is it smart of him to make a deal by pleading guilty to one charge in turn of the others being dropped?

Your question requires an attorney consultation. It is not a simple question that can be answered on this type of forum. There are many factors that would need to be considered and evaluated. I am assuming that bail has been set, and he should be able to be bailed out. I strongly suggest that you contact an experienced criminal defense attorney for a face-to-face consultation and give him/her all of the facts surrounding your husband's case. He/she would then be in a better position to analyze your case and advise you of your options.

What happens if the cop does not show up in court for a speeding ticket?

If the officer does not show up, the case will usually be dismissed. The officer will ordinarily show up. As for the fine, the court will usually give you time to pay or give you community service for an amount of time depending on your speed. For instance, in San Diego, fines range from $203.00 to $436.00 for violations under 100 mph, depending on how fast you are traveling. If the court allows you to serve community service at the rate of $29.00 per day for an eight hour day, your community service time will vary according to your speed.

Should the police officers have let me go?

Feel anything you like, but if you want your vehicle back, you have to pay the impound yard their fees, which are accumulating every day. You should feel happy they didnt arrest and charge you, which would have forced you to spend thousands of dollars on defense.
