Read your court paperwork to determine what that means in your case, or go to court and read your file if you didn't keep your paperwork, or call your attorney that represented you. A judge must be neutral and not connected to the parties in a case he or she will be hearing. If the judge has personal knowledge or a personal relationship with the victim he should be recused from the case.
