Call the District Attorney and tell them you don't want to press charges. Or his/her lawyer can get an affidavit from you.

There is no set time for a traffic stop. The officer cannot hold you past the time a reasonable traffic stop would take and then hold you while he waits for a K-9. I do not have enough information to give you an opinion as to whether or not the officer held you too long. You should consult an attorney.
