Flagged? Of course. There is a pending warrant, and the person can get more than flagged. Unless and until the warrant is executed, the person is subject to being arrested and held anywhere at any time.

You're saying you were taken into custody and didn't see a judge for 23 days? If that is truly the case, then there is a very potential civil rights lawsuit here. Talk to a local attorney that handles civil rights cases and/or lawsuits against the county. Keep in mind that you only have a limited window of time to make a demand of the county so that you can preserve your right to a lawsuit, so don't wait too long.
