When will I be able to get it expunged if the petty theft is on my record and would it affect my school status?

You cannot have been convicted in order to get an expungement. You probably were not convicted and you can check with the clerk of court to get a copy of the sentence to find out. You have to get the records sealed to, and need to get a certificate of eligibility out of FDLE. Then get an attorney for this so that it is done right.

Can I go to jail for driving without a license and no insurance?

Perhaps you are looking at jail time, but probably not. It is not your first offense but the first one appears to have been dropped. Is it a dwls or a no valid driver's license case? Consult with an attorney in your area.

Who to contact to prod DCF? Does vitas have an attorney on retainer?

Well there does not have to be a pattern of false reports from the person for you to be able to retain an attorney and sue for malicious prosecution. So, look for an attorney who will do that, and expect to pay a number of thousands of dollars as a retainer, plus court costs.
