The major responsibility, at least in theory for the DA, is to make sure justice is served. This means that the DA's obligation or goal should not be to win the case, but to make sure a just outcome is achieved. This means that the DA should dismiss charges if s/he believes that the charges are not accurate or are somehow unjust. The Defense attorney on the other hand has an obligation to win, even if he believes the client to be completely guilty. A defense attorney must advocate for his client, regardless of guilt. The DA should drop charges if he believes the defendant to be innocent. That doesn't always happen in practice, but in theory it is the biggest difference between the two sides.
