The bankruptcy will discharge this debt. But you must list all creditors and all their addresses. They will not be able to even attempt to collect the debt.

Yes, but you should actually use an attorney for any bankruptcy. The filing fee for a chapter 7 which you might qualify for, is $306, but this can be paid in installments, or the court might waive it. There are a mountain of forms that you can download from the local bankruptcy court website, but you have to know how to fill them out and what to say in them.

I assume you mean a discharged bankruptcy, as opposed to a dismissed bankruptcy. While, pre-filing homeowner's association dues are dischargeable in a bankruptcy, dues that accrue post-filing are not. You would be responsible for any dues that accrue from the date of filing of the bankruptcy until the property is transferred out of your name via sale, foreclosure, etc.
