The dog's owner can be held liable if it can be shown that the dog was vicious; that it bit or threatened someone before or was known to be difficult to control or of a mean temperament. Given that this animal was used as a guard dog, it was probably known to be mean. You should file a complaint with the animal control authorities in your locality. Then sue the guy.

If you can prove that she knew the person who took her vehicle and she gave them permission, she would definitely (her insurance) be responsible. If you have insurance on your vehicle, you should inform your insurance carrier and tell them it was a hit and run, and that you know the insurance carrier for the other car and give them that information and the insurance companies should work it out between themselves. If neither agrees to cover the damage, you should have a lawyer get involved.
