No. In order to sue you need to prove negligence and injury caused by the negligence. While they should have taken the blood pressure before, there was no injury caused, hopefully, by the negligence.

You are in a free housing or subsidized housing situation and you want to bite the hand that feeds you so to speak. You can certainly do that but you will have to prove the problem with the water was the fault of the housing complex. I am not sure how you would do that without the assistance of an engineer who could study the plumbing system and give a report How would you prove it was the fault of the system and not just the fact that you or the child turned the hot water onto him.
