I already told you to forget it. You can't file a criminal complaint. Only the prosecutor can and he has many higher priorities, doesn't he? Your neighbor has no insurance for your complaint, even if proven, so even if you hire an attorney, spend thousands pursuing a default judgment and then try to collect it against judgment proof assets, you might as well give the money to the Poverello center for the homeless. Why don't you try small claims court? You have plenty of time to waste. Thrash away, thrash away.
