Why are you asking? Are you the property owner? An officer of the hunting club? Does the club own the property? Does the property owner own the tree stand? If the hunter had checked the tree stand before using it, would he have been able to tell that the railing was rotted out? Is there somebody who is supposed to inspect the tree stand before allowing people to use it? How old was the tree stand? How was is that the guy who was supposed to fix the tree stand fell? Did he have proper equipment to do his job? Were there witnesses? Does the hunting club have a contract with the property owner? Do the members of the club have a written agreement with the club? Somebody needs to hire a lawyer to sort all this out.

You can file a complaint with your state board of health. Before you do, read over a couple of times, then have someone read it out loud to you so that you know you have all your spelling and grammar correct. Make sure all of your statements are factual and not opinions, guesses or assumptions. Keep a copy of everything you send and politely follow up once every three weeks or so. These things take time, but they do take them seriously, so be patient.
