You didn't kill your baby and probably the doctor didn't either. Sometimes there are miscarriages and there is nothing anybody can do about it. You can talk with a local medical malpractice attorney, but if the doctor did what most OB/GYNs would do in the same circumstance, there is no malpractice.

How do I get a city to pay for damages that a signal light caused to my property?

If the signal light fell as a result of the storm, and not as a result of any negligence on the part of the City, then the City is not going to pay for your damages, because they are not responsible. Ordinarily, when there is a violent storm, the defense to any property damage is "act of god." That is, if a tree from your neighbor's property falls on your car *because of the storm*, then the defense of *act of god* will be sufficient to preclude your neighbor from being responsible. However, if the signal post was not constructed properly, was defective, and the City had notice of this condition *and* it was as a result of that defective condition that the signal fell on your car, then you may be able to hold the City responsible. Please note that if you are suing the City of New York, then you must file a Notice of Intention to make a claim within 90 days of the incident.
