If your fiance has been unlawfully present in the US in excess of 6 months or more than 1 year when he left, he will be subject to the 3- or 10-year bar respectively. To help him, you have to get married in Mexico and submit an I-130 petition on his behalf. It takes about a year for the paperwork to be processed before his visa interview is schedule at the US consulate. He will also need to seek a waiver of the 3- or 10-year bar on form I-601 by establishing extreme hardship to you.

The passport stamp is normally for individuals with an approved green card, and perhaps for an I-751 pending. For the I-9, you just need to show proof of eligibility to work. If the green card is pending, you should get a work permit as proof you can work.
