Requests for proof of non-criminality generally come when there is a problem with reading the fingerprints. Some individuals have light fingerprints, others have scars or calluses from the type of work that they do. At that point, USCIS will usually request a letter from every jurisdiction in which you have resided during the relevant period of time – in your case five year period of residence for naturalization purposes. By certified letter, I can only assume that your naturalization examiner wishes a raised seal on any letter that you obtain from the police. No, unfortunately your cousin has no way to sponsor you or to "fix" your immigration status. The options for folks who are in the country and are "out of status" are unfortunately quite few. There is a better way then doing a fiance visa for a Canadian. If done right, the entire process could take only a couple of months. Consult with an experienced immigration attorney.
