Possibly.  You must do more than file a report.  Have you been cooperating with the police in finding your assailant? Are the police willing to provide the affidavit that you did cooperate? How long ago did this happen? And what is your cuurent status? U visa is pretty liberal, but you need support from the police in your claim.

Generally, a U.S. citizen over age 21 may petition for a parent to adjust status in the U.S. in the Immediate Relative visa category if the parent entered the U.S. lawfully and with inspection. This is true even if the parent may have long-overstayed a visa, and even if the parent may have worked without employment authorization. If the U.S. citizen has insufficient documentable income to meet the required level for the relevant family size, however, then it may be necessary to have a "joint sponsor" for the application process. The joint sponsor need not be a relative, but instead generally can be any U.S. citizen or Permanent Resident who has sufficient documentable income and who is willing to assume the responsibilities specified in the Affidavit of Support form. Especially since you are less than thoroughly familiar with the application process, it would be wise for you and your mother to work with an immigration attorney. Some immigration law firms, including mine, offer legal services on a "flat fee" basis so that a client will know the total expense from the very beginning, and a few immigration law firms, including mine, offer an initial consultation free of charge.

To be allowed to enter the U.S., a person must meet legal "admissibility" requirements. In additional to general topics related to admissibility, such as having a valid passport and visa, information and documents may be required that directly relate to a person's compliance with their particular type of visa. For example, if someone were to enter with a student visa, it may be legitimate to be required to provide information/documents about the person's enrollment in a school. There are no such requirements relating to proof of paying a hospital bill.
