It would be very challenging, although perhaps not impossible, to persuade the USCIS that you and your spouse are in a bona fide marriage if you live separately. Your and his actual place(s) of residence will need to be accurately disclosed in the application process, and with this unusual circumstance particularly strong other evidence of the bona fide nature of your marriage, as well as a well-crafted and accurate explanation of the living situation, would be necessary. It would be wise to work with an immigration attorney, especially for such a complicated situation. Some immigration law firms, including mine, offer legal services on a "flat fee" basis so that a client will know the total expense from the very beginning, and a few immigration law firms, including mine, offer an initial consultation free of charge.

If you are a U.S. citizen - yes, you can. However, it would make sense to check whether your parents are eligible for green cards before filing the petition. For example, if they are in the U.S. and have not been admitted, or if they are outside of the U.S. for less than 10 years after being in the U.S. for over a year illegally, or if they were ever deported, or if they entered the U.S. illegally more than once, then they would not receive a green card even through your petition for them would be approved.
