You should not attempt to enter the U.S. without inspection, because it may have severe consequences on your case in the future. If you are certain that you are a U.S. citizen at birth and the consulate does not believe you, you should consult with an immigration attorney to help you get a Consular Report of Birth Abroad and/or U.S. Passport. If you are not a U.S. citizen, then your mother can file an I-130 petition on your behalf with USCIS and you can apply for an immigrant visa to come to the U.S. when the priority date becomes current in about 21 years.

Your Dad and step Mom would be immediate relatives. Your stepbrother is the sibling of a U.S. citizen but the process in this category is very slow. I suggest you have your Mom and/or Dad file an I-130 for him once they have their own green cards. If there is no feasible plan for him to remain there awaiting a current Priority Date we have often been successful in simultaneously applying for Humanitarian Parole for him to come (granted one year at a time) and wait here for his Date to be current. It will depend on his age and living situation overseas.

In order to advise we will need lots more facts about the manner of his entry, whether he has returned to his home country after entering, whether anyone has ever petitioned for him or for one of his parents, etc..
