Normally your cousin would have to enter the U.S. first and then apply for asylum within her first year in the U.S. The main question is whether or not she would qualify for asylum once she is here. To make that determination, a lot of additional information would be needed.

He will have to demonstrate you will not be a public charge. There are many ways to do this including a co-sponsor if his 2010 tax return does not show sufficient income. Your unemployed status if you are the beneficiary is irrelevant unless you have been in a legal work-authorized status and residing with your spouse for more than six months.

Your mother can petition for you. Right now the classification is backed up for about 5 years. However, whether you can adjust depends on if you are in the country legally. If you are in the U.S. illegally, under the current law you cannot obtain your residence in the U.S.; if you have been here illegally for over 6 months and you leave you will be barred from returning for 3 years. There is an exception for beneficiaries of petitions prior to April 2001.
