Can the i192 form help me get back to the US?

Answered by attorney Kenneth G. Wincorn
Immigration lawyer at Law Offices of Kenneth G. Wincorn & Associates, P.C.
You have little to lose by trying consular processing and asking for the waiver. The worst that can happen is a rejection. A lawyer may be able to help you word the waiver and other forms.

Which way would be faster for me to obtain a green card, through my parents or though my sister?

If you are married, only your U.S. citizen sister can petition for you; the process can be expected to take about 12 years. If you are not married and over 21, your parent's petition can be expected to get you a green card in about 8 years. If you are not married and under 21, there is a chance that you might get a green card in 2 years (it depends on your being under 21 on the date when an immigrant visa will become available to you; USCIS will count your age for this purpose as your actual age on that date minus the time between the filing of your parent's petition and its approval).
