You can submit a fiance petition for your 3rd cousin as long as it is legal to marry your cousin in the jurisdiction in which you live. If you are unable to meet the minimum financial requirements for sponsor, you will need find a joint sponsor who is willing to assist you in that regard.

Advanced parole is not available for most people who receive deferred action.  You can request it only in case of medical emergency or death of a close family member.  You won't be able to get advanced parole for non-emergency travel.
