You can apply for your husband and the complete process should take about a year to complete. He will have to go through consular processing. The fact that he was in the US when he was a minor and left before he turned 18 means that he won't have a problem with unlawful presence.

Your friend should not have any problems leaving the US if all he did was overstayed his authorized stay (student status). However, if he has been unlawfully present in the US in excess of 6 months, he may be barred from returning to the US for 3 or 10 years, unless he qualifies for and is granted a waiver by USCIS. The waiver application is submitted on form I-601.
