I have been in the US as a permanent resident for 3 years. My fiancee is still in kenya. Is it possible to petition her without a marriage certificate

The immigration laws allow permanent residents to apply for their spouses. It also allows U. S. citizens to apply for their fiancées. It does not allow a permanent resident to apply for a fiancée. I suggest that, if you are very serious about your fiancée,  you should meet and marry her, and immediately petition for her green card. Under the visa bulletin for August 2013, the F-2A category for spouses and unmarried children under the age of 21 of permanent residents is open and available. If the category does not backlog, you should be able to have your wife join you in the States within a year assuming that everything goes well. Those are very good questions. Your I-94 probably reads D/S which stands for duration of status. Is your J-1 visa subject to INA 212(e) (foreign residency requirement ). If you are concerned that you may be in the U.S. now in violation of the law, you act to fix your status soon.
