You should submit an I-751 petition to remove the conditions immediately along with an explanation why it is being filed late before immigration serves him with papers to appear in immigration court, at which point your case will get much more complicated. You can always request a fee waiver if you are unable to afford the fees.

Only if you received your green card through marriage and have had your green card for 3 years. Otherwise you will have to wait 5 years from the date your green card was issued to become a U.S. citizen.

Both the attorney and the client should receive all notices from the USCIS. Of course, if a client moves without changing the address with the USCIS, the post office will not forward the USCIS' mail. So it is important to update the USCIS when you move. And your attorney should keep you apprised.
