Yes, a green card holder can file an I-130 visa petition for her unmarried daughter. The fact she is on social security has no effect on the I-130. It might have an effect on the latter portion of the case, when it comes to the Consulate or adjustment of status.

You do not need to file immigration papers before you marry. If he is in A status, then he will need to sign certain papers prior to applying for a green card in the US, if that is his intent.
